Architectural & Covenant FAQs

An Architectural Committee approval is required for ALL exterior modifications.  Modifications constructed without obtaining the necessary NECA approval is in violation of Covenant Enforcement Policy A.1 and is subject to a penalty fee.  Should the modification /construction fail to meet requirements as outlined in N.E.C.A. Architectural Committee Rules and Guidelines, it will be necessary for you to modify the construction so that it is in compliance with N.E.C.A requirements, at your own expense.

 

Additions / Enclosures:

  • 1) Must provide two (2) sets of blueprint, drawings, or sketches.  
    2)
    Include a plot plan showing property boundaries, location of all existing structures on property, and a shaded area identifying the location of proposed modification.
    3)
    At least three (3) photos of area to be modified.
  • Two – Story home addition must not exceed the 19 feet height restriction.
  • Dog Houses, Hot Houses, Storage and Tool Shed:  In no instance will such structures, regardless of dollar cost, be allowed in areas visible from the street unless it has been approved in writing,

Repainting:

  • 1) Application must be submitted for ALL house painting even when painting with existing or original colors.  An Architectural Committee approval is required in writing for ALL house painting.  
    2)
    Color samples must be provided with the application for approval.  Only colors, which match the NECA chart of approved colors maintained the Newtown Recreation Center, will be approved.

Satellite Dish / Antenna:

  • 1) Must provide two (2) sets of blueprint, drawings, or sketches.
    2)
    Include a plot plan showing property boundaries, location of all existing structures on property, and a shaded area identifying the location of proposed modification.
    3)
    At least three (3) photos of area where to be placed.

Wall:

  • 1) Solid walls adjacent to an adjoining street (front of property) shall be no more than eighteen (18) inches above the sidewalk
    2)
    Solid walls set back ten (10) or more feet from a front adjoining street may be permitted to a maximum height of six (6) feet.         
    3)
    Side walls extending forward of front plane of the main dwelling shall be stepped down as they approach the front property line to a height no more than forty two (42) inches for any part of the wall that extends forward of the front plane of the dwelling structure (including the garage).

Fence:

  • 1) The front property line height shall be no more than 42 inches for any part of the fence that extends forward of the front plane of the dwelling structure (Including the garage).
    2) Fences installed along an adjoining street (front of property and side if corner lot) must be of the “see-through” design. A “see-through” design is defined as one which has thirty (30) percent or more open space when viewed from the street.

Wall and Fence combined:

  • Fencing material meeting the “see-through” requirement may be mounted above the solid wall provided total height of wall and fence shall be no more than forty-two (42) inches.
  • If walls and/or fences are owned by both neighboring properties, you must provide a wall and /or fence joint agreement.
